Este reportaje, titulado &#8220;Luis Arce G\u00f3mez: Ministro de la Coca\u00edna&#8221;, expuso una red de corrupci\u00f3n que involucraba a altos mandos del gobierno boliviano en el lucrativo negocio de la coca\u00edna, con Santa Cruz como epicentro de estas operaciones.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Or\u00edgenes del narcotr\u00e1fico en Bolivia y la consolidaci\u00f3n de Santa Cruz como centro del negocio<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A principios del siglo XX, Bolivia era el principal productor mundial de esta\u00f1o. Sin embargo, la explotaci\u00f3n minera beneficiaba solo a familias como los Pati\u00f1o, Aramayo y Hochschild, mientras los obreros ind\u00edgenas sufr\u00edan condiciones inhumanas. Tras la Revoluci\u00f3n de 1952 y la nacionalizaci\u00f3n de las minas, la econom\u00eda boliviana qued\u00f3 debilitada, lo que llev\u00f3 a un incremento en la producci\u00f3n de hoja de coca. Para 1960, exist\u00edan 3.030 hect\u00e1reas sembradas que produc\u00edan 3.368 toneladas anuales de hojas de coca, cifra que se mantuvo estable durante esa d\u00e9cada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En los a\u00f1os 60, pilotos estadounidenses dedicados al contrabando convencieron a hacendados bolivianos de que el narcotr\u00e1fico era un negocio rentable. Para garantizar el \u00e9xito de esta empresa, se busc\u00f3 el apoyo de los militares, estableciendo alianzas que permitieran la protecci\u00f3n de los cultivos y el tr\u00e1fico a\u00e9reo hacia Colombia, Brasil y Venezuela.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uno de los primeros militares en consolidar esta red fue el general de Aviaci\u00f3n Ren\u00e9 Barrientos, quien dio un golpe de Estado en 1964 y luego fue elegido presidente en 1966. Barrientos impuls\u00f3 la creaci\u00f3n de la empresa estatal Transmar\u00edtima Boliviana y nombr\u00f3 a Klaus Altmann (Klaus Barbie) como asesor del Departamento IV del Ej\u00e9rcito, encargado de operaciones de contrainsurgencia. Con el tiempo, Santa Cruz se convirti\u00f3 en el epicentro del narcotr\u00e1fico boliviano.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Luis Arce G\u00f3mez: El &#8220;Ministro de la Coca\u00edna&#8221;<\/strong><\/h2>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<p class=\"wp-block-paragraph\">El reportaje de &#8220;60 Minutes&#8221; identific\u00f3 al coronel Luis Arce G\u00f3mez, hasta entonces ministro del Interior del gobierno del general Luis Garc\u00eda Meza, como la figura central del <a href=\"http:\/\/michaellevinebooks.com\/thebigwhitelie\/suspects.html\">narcotr\u00e1fi<\/a>co en Bolivia. Se denunci\u00f3 la existencia de lujosas mansiones que contrastaban con el bajo ingreso per c\u00e1pita del pa\u00eds, evidenciando el poder econ\u00f3mico de los narcotraficantes en la regi\u00f3n. Entre los personajes clave mencionados en el reportaje est\u00e1n, aunque otros no fueron mencionados, pero fue complementado con informaci\u00f3n del texto &#8220;<em>Conexiones mafiosas<\/em>&#8221; :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>General Hugo A\u00f1\u00eda<\/strong>, comandante del Segundo Cuerpo del Ej\u00e9rcito en Santa Cruz, se\u00f1alado por la DEA como un eslab\u00f3n en la cadena del narcotr\u00e1fico.<\/li>\n\n\n\n<li><strong>Coronel Ariel Coca<\/strong>, ministro de Educaci\u00f3n y Cultura, vinculado con un cargamento de 100 kilos de coca\u00edna incautados en Panam\u00e1 y copropietario de un rancho en la selva utilizado como punto de embarque de droga.<\/li>\n\n\n\n<li><strong>Roberto Su\u00e1rez<\/strong>, primo de Arce G\u00f3mez y considerado el mayor proveedor de coca\u00edna del mundo en ese momento.<\/li>\n\n\n\n<li><strong>Alfredo Guti\u00e9rrez<\/strong>, expresidente de la C\u00e1mara Industrial de Comercio de Santa Cruz, arrestado en Miami mientras intentaba cobrar $9 millones de d\u00f3lares de una transacci\u00f3n de droga.<\/li>\n\n\n\n<li><strong>Edwin Gasser<\/strong>, due\u00f1o del mayor ingenio azucarero del pa\u00eds y dirigente de la Liga Anticomunista Mundial (WALC), quien financi\u00f3 el golpe de 1980 junto con otros narcotraficantes.<\/li>\n\n\n\n<li><strong>Pedro Bleyer<\/strong>, presidente de la C\u00e1mara Industrial de Comercio de Santa Cruz, vinculado al financiamiento del narcotr\u00e1fico en la regi\u00f3n.<\/li>\n\n\n\n<li><strong>Sonia Atala<\/strong>, anfitriona de la reuni\u00f3n donde se organiz\u00f3 el golpe de Estado que llev\u00f3 a Garc\u00eda Meza al poder con dinero del narcotr\u00e1fico.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>El rol de la DEA y la Operaci\u00f3n en Santa Cruz<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El reportaje tambi\u00e9n expuso c\u00f3mo la DEA llev\u00f3 a cabo una operaci\u00f3n encubierta en mayo de 1980 en Santa Cruz, en la que agentes disfrazados de compradores mafiosos adquirieron 850 libras de pasta base de coca\u00edna, valorada en 300 millones de d\u00f3lares.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El pago a Su\u00e1rez ser\u00eda de 9 millones de d\u00f3lares, pero cuando su emisario, Alfredo Guti\u00e9rrez, intent\u00f3 cobrarlo en un banco de Miami, fue arrestado. A pesar de los esfuerzos por extraditarlo, nueve declaraciones juradas de Bolivia, incluidas las del general A\u00f1\u00eda y el coronel Coca, testificaron en su favor, logrando reducir su fianza de $3 millones a $1 mill\u00f3n, tras lo cual huy\u00f3 del pa\u00eds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ca\u00edda del r\u00e9gimen y su impacto en Bolivia<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A medida que se intensificaban las denuncias y la presi\u00f3n internacional, el gobierno de Garc\u00eda Meza intent\u00f3 mejorar su imagen ante la administraci\u00f3n Reagan. Como resultado, en 1981, Luis Arce G\u00f3mez y Ariel Coca fueron destituidos de sus cargos. Sin embargo, Washington segu\u00eda considerando al propio Garc\u00eda Meza como parte del entramado del narcotr\u00e1fico en Bolivia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En 1985, a trav\u00e9s del texto <em><a href=\"https:\/\/interferencia.cl\/articulos\/los-novios-de-la-muerte-llegan-bolivia-en-alianza-con-militares-y-criminal-de-guerra-nazi\">&#8220;Conexiones Mafiosas&#8221;<\/a><\/em>se identificaron cuatro grandes grupos organizados en Santa Cruz dedicados a la producci\u00f3n y exportaci\u00f3n de coca\u00edna. Entre los principales cabecillas estaban:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Hugo Banzer Su\u00e1rez<\/strong>, quien operaba en San Javier y R\u00edo Grande, con ganancias de 480 millones de d\u00f3lares en 1980.<\/li>\n\n\n\n<li><strong>Luis Arce G\u00f3mez<\/strong>, con operaciones en Okinawa, Monte Verde y Perseverancia, que generaban 640 millones de d\u00f3lares anuales.<\/li>\n\n\n\n<li><strong>Waldo Bernal<\/strong>, a cargo de Yapacan\u00ed, Puerto Villarroel y Montero.<\/li>\n\n\n\n<li><strong>Luis Garc\u00eda Meza<\/strong>, quien confiscaba droga y proteg\u00eda a las dem\u00e1s organizaciones a cambio de grandes sumas de dinero.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">El reportaje de &#8220;60 Minutes&#8221; marc\u00f3 un hito en la exposici\u00f3n del narcotr\u00e1fico en Bolivia y su relaci\u00f3n con la dictadura.
